摘　　要：从社会权的角度,提出由政府来购买这种新型的社区居家养老服务是将政府、社区、家庭、个人的养老义务分配结合起来的最佳方式,政府通过订立契约的形式,确定各行为主体的养老义务,并通过监督管理使其真正落到实处。This article from the perspective of social rights,put forward by the government to purchase this new type of community home endowment service is to the government,communities,families,and distribution of personal pension obligations the best way to combine,the government through the conclusion of the contract form,determine the behavior main body of the pension obligation,and through the supervision and management to make it real.
