摘　　要：建立对水资源开发利用动态进行有效的实时监控系统,是真正落实最严格水资源管理制度所设立的"三条红线"的必要手段和前提。本文就河北省廊坊市建立水资源实时监控系统的背景、项目构成、总体设计等进行了阐述,并针对项目建设中的问题提出建议。Building real-time monitoring system for water resource development and utilization is a necessary means and premise to implem.ent the three red lines of the most stringent water resource management. This paper expounds the background, project elements and overall design of the water resource real-time monitoring system construction in Langfang City of Hebei Province. Suggestions are proposed aiming at problems of project construction.
