摘　　要：新版《俄罗斯国立图书馆国内外文献统一采选条例》于2010年修订完成,该条例有俄罗斯国家法规支撑,其采选政策主要包括俄罗斯国立图书馆馆藏地位以及文献采选目标、原则、甄选标准等内容,对国外文献的采选主要依据内容的现实性或出版物的主题性、出版物的权威性和稀见性、出版国别的地位与威望及语言等标准。与1990年《苏联国立列宁图书馆国内外文献统一采选条例》相比,新版采选条例在结构及内容上都有较大变化,对协作采选、文献"拥有"与"存取"平衡关系的处理以及外文文献甄选标准的规定详实、清晰,这些特点对我国国家图书馆信息资源建设具有借鉴作用。参考文献9。The Russian State Library Collections Policy Statements for Domestic and Foreign Language Documents （ revised edition） （ hereinafter referred to as Policy Statements （ revised edition） ） was completed and published in 2010. Well based on relevant government regulations in Russia, Policy Statements （revised edition） includes a clear description of the status of the collections of the Russian State Library, and a detailed specification of the objective, principles and selecting standards of documents collection. The standard of foreign documents collection is based on the reality of the contents or the topicality, authority and rarity of the publications, as well as the status and prestige of the publishing countries and languages. Compared to The Soviet Union State Lenin Library Collections Policy Statements for Domestic and Foreign Language Documents, Policy Statements （revised edition） has largely changed in the structure and content. Policy Statements （revised edition） has detailed and clear stipulations as to the collaboration in documents selection, the settlement of the balance between possessing and accessing documents, and the standard of foreign documents selection, which can be learned by National Library of China in constructing its information resources. 9 refs.
