基层医疗卫生机构实施一般诊疗费的现状与分析

摘　　要：目的:分析基层医疗卫生机构实施一般诊疗费情况。方法:通过对苏州、无锡、武汉、合肥、银川和中卫6城市开展现场调查,收集了数据和访谈资料。结果:实施一般诊疗费降低了患者诊疗费用、减少了患者就诊程序、引导居民积极参加医保;但是没有直接体现医生的技术劳务价值,对基层医疗卫生机构的补偿视情况而定。结论:针对现存的问题,应该完善门诊统筹预算管理、加强部门监督管理、区分就诊病人类型、加强宣传和解释。Objective： To analyze the current status of implementing general medical fees in basic medical health institution. Methods： Through the field survey in Suzhou, Wuxi, Wuhan, Hefei, Yinchuan and Zhongwei, questionnaires data and interview data were collected. Results： The implementation of general medical fees reduced outpatient medical fees, decreased patient visiting schedule and .led residents to actively participate medical insurance; however, it did not embody doctors＇ professional value. The compensation for basic medical health institutions depended on the specific situations. Conclusion： According to the existing questions, it needs to perfect the budget management for outpatient pooling funds, intensify management of department supervision, distinguish different types of patients and strengthen publicity and interpretation.
