摘　　要：图书馆公投是美国公共图书馆财政制度的一个重要内容。文章首先介绍美国公共图书馆公投的概念、意义、过程和发展历史。之后重点阐述从图书馆公投中折射出的美国民众对公共图书馆资金投入的支持情况,其中包括:从25年来公投通过率的走势分析民众支持行为的变化趋势;支持者的市场分割情况;影响支持者行为的因素。论文最后提出中国图书馆事业面对竞争,必须重视公众民意,提供多元化服务方式,在发展决策中逐渐引入公民参与机制,加大面向民众的市场营销宣传力度。Library referendum is one of the important contents of the financial system of American public library.This pa-per first introduces the concept, action, process and history of library referendum.And then the paper focuses on the public support of the public library funding reflecting by library referendum.Finally, the paper puts forward some ideas that is when they facing competition, Chinese libraries must pay attention to public opinion, provide diversified services, introduce gradually citizen partici-pation mechanisms for their development decisions, strengthen marketing for the public.
