摘　　要：阐述了公共文化服务体系中图书馆的地位及作用,解析了全覆盖的公共图书馆服务体系的特征,对国外城市公共图书馆服务体系建设及其启示详加分析,提出我国全覆盖的公共图书馆服务体系建设与发展对策。This paper analyzes the status and role of library in the public cultural service system, explains the characteristic of the expansive public library service system and the service system construction of foreign city public library and its enlightenment .Some countermeasures of construction and development of the expansive public library service system in China are put forward.
