摘　　要：公共图书馆哲学是要追问公共图书馆的本质和意义,是一种对公共图书馆的本质属性、存在意义和价值实现的认识、反思和实践。公共图书馆最本质的属性是其"公共性",它肩负着保存文化遗产以及为公民创造公平、自由获取知识和信息、参与文化活动、提升智识水平的文化使命,需要实现从线性服务到多维服务、从阵地服务到泛在服务、从被动服务到主动服务三个方面的服务转型。Public library philosophy thinks the nature and significance of public library that recognizes , reflects and prac-tices the nature , significance and value implementation .The most essential nature is publicity that shoulders the cultural mission to protect and conserve the cultural heritage , to create fair and free access to knowledge and information for citizens , to participate in cultural activities and to enhance the level of knowledge in order to realize service transformation from linear service to implement multi-dimensional service , from the position service to the wider service and from passive service to active service .Thus public library can take the best possible service to readers.
