摘 要:概述国内外高速铁路开通后既有线运输组织特点,分析法国、德国高速铁路开通后既有线能力优化利用的主要特征,包括:持续升级改造既有线基础设施,运用高速铁路开通后释放的既有线能力构建快速客、货运网络,重视以运能优化为基础的其他扩能措施。探讨国内高速铁路开通后既有线运行组织特点:旅客列车数量及种类减少,列车速差减少,既有线货运能力提升,平行既有线能力协同释放,货运产品质量进一步提升,运输调度难度降低等,为铁路提升市场竞争力,满足客户多样化需求打下坚实基础。Abstract: This paper summarizes the transport organization characteristics of existing lines after opening of high-speed railways in China and foreign countries, and analyzes the main characteristics of optimizing capacity utilization of existing lines in France and Germany after opening of their high-speed railways, the characteristics including: continuously upgrading infrastructure of existing line, building fast passenger and freight transport network by using released capacity of existing lines after opening of high-speed railways, and attaching importance to other capacity expansion measures which taking capacity optimization as foundation. The paper also discusses the operation organization characteristics of existing lines after opening of high-speed railways in China, which including: reducing of passenger trains number and types, reducing of train speed difference, increase of freight transport capacity on existing line, capacity coordinative releasing of parallel existing lines, further quality increase of freight transport product and difficulty reducing of traffic control, all of these provide strong foundation for increasing railway market competitiveness and satisfying diversified demand of clients.
