摘　　要：安全风险管理是针对人们生产、生活中的安全问题,减少和控制生产过程的危险有害因素,减少和控制各类生产事故。在阐述安全评价概念和作用的基础上,分析铁路建设及运营各阶段的安全评价方法,即安全预评价、安全验收评价、安全现状评价,探讨安全评价在铁路安全风险管理中的应用,提出铁路安全评价的适用范围,为铁路进行风险管理提供管理手段和技术支撑。Safety risk management is aiming at the safety problem in people＇s production and life, it used to reduce and control dangerous and harmful factors in process of production, as well as each production accident. Based on expounding the concept and role of safety evaluation, this paper analyzes safety evaluation methods in each stage of railway construction and operation, such as safety pre-evaluation, safety acceptance evaluation and safety status evaluation, discusses the application of safety evaluation on railway safety risk management and puts forward the application scope of the evaluation, all of these provide management approaches and technical support for railways implementing risk management.
