四川省公共场所卫生监督新举措试点实施效果评析

摘　　要：目的评析四川省试点县隆昌县公共场所卫生监督新举措实施效果,以期在全省推广。方法自拟调查表,分别收集公共场所卫生监督对象和群众对新举措实施的评价及满意情况。结果监督对象和群众认为卫生监督新举措实施较好以上的分别占比84.2%和84.6%;对二维码信息公示制度较满意以上的监督对象占86.3%;群众对卫生监督结果及执法情况公示、卫生安全标识和温馨提示、餐饮场所就餐容量核定、强化LED屏宣传等公共场所卫生监督项目实施情况评价为好的为81.4%;80.3%的监督对象所在的公共场所设立卫生管理员并参加培训,92.1%的监督对象所在的公共场所员工参加培训;认为其所在的公共场所实行了量化分级管理的监督对象占90.7%;94.7%的监督对象制作并公示了《公共卫生安全信息公示栏》,92.1%的监督对象使用了县大队统一要求的卫生标识、管理文书、记录、制度等。结论试点县隆昌县卫生监督大队采取的一系列公共场所卫生监督新举措是行之有效的,有利于卫生监管部门合理配置卫生资源,促进卫生监督长效管理机制的建立,这些新举措也为群众参与卫生监督工作提供了平台,值得进一步的实践和推广。Objective To assess the effectiveness of a pilot program of the innovative health supervision mea- sures on public places executed in Longchang in courtty province, and to further popularize these measures to the whole province. Methods A self-designed questionnaire was utilized to conduct an assessment and satisfaction sur- vey of the innovative health supervision measures. And the questionnaire was filled by the supervised objects and the sorowd frequently appearing in public places. Results 84.2% of supervised objects and 84.6% of the pocrowd gave good feedback, to the mew health supervisd measures 86.3% of supervised objects gave good comments to the publicity system in two-dimension code and 81.4% of the croud were satisfied with the health supervision measures, including publicitying of supervision status and results, posting safety marks and kindly reminders, checking and ratifying the number of eaters in canteens, strengthening LED propaganda, etc; 80.3% of supewised objects recruited and trained health management workers; 92.1% of supenvised objects had their staff well trained and obeyed to the requirements to utilize unified health logo, document managements and records, and 94.7% of sursupervised objects made health and safety information bars. Conclusion The innovative health supervision mea- sures taken in Longchang county were proved to be successful and effective, which help health authorities to ad- ept policies in the distribution of health resource and the establishment of long-term health surveillance manage- ments. Moreover, these measures are worthy of being further promoted and applied, as they provide a platform on which people can be involve in public health supervision.
