煤矿安全组织保障存在的问题及措施

摘　　要：组织保障是安全保障的基础,决定着煤矿安全保障制度设计和运行效率。依据组织结构理论和煤矿事故致因理论,对煤矿组织保障进行界定,并对存在的组织结构设置不合理、组织机构职责不明确和基层组织保障不到位的问题进行剖析,提出了细化安全委员会职责、实施"一岗双责双考核"、开展智慧型班组建设工作和强化基层组织保障等具体对策。An organizational guarantee would be a base of the safety guarantee and would decide the design and operation efficiency of the mine safety guarantee system. According to the organization structure theory and the mine accident cause theory,a definition was conducted on the mine organization guarantee and an analysis was conducted on an irrational organization structure setting, undefined organization structure responsibility and the base organization guarantee not in a position. The paper provided the responsibility in detail of the safety committee, the implementation of ＂one post with a double responsibility and double assessments＂, launch of the intelligent team and group construction work, the enhanced base organization guarantee and other certain countermeasures.
