摘　　要：日本勘查、开发利用海外矿产资源组织实施机制的成功经验对我国实施"走出去"资源战略具有重要的借鉴意义。在对日本勘查、开发海外矿产资源的组织实施机构、组织实施体系、组织实施模式和制定一系列针对日本矿业企业的支援措施进行分析总结的基础上,对中日勘查开发海外矿产资源组织实施机制进行了对比,提出了我国也可尝试成立一个专门管理勘查、开发海外矿产资源的部门,完善组织实施机构、组织实施体系、勘查、开发模式和制定一系列支持政策措施等相关启示与建议。The success of organization and implementation mechanism of Japan’s exploration and exploitation of overseas mineral resources is of important referential significances to China ’s “going overseas”strategy. Based on the analysis of the departments,system and mode of Japan’s organization and exploitation of overseas mineral resources and a series of supporting measures for Japan’s mining companies,this paper contrasts the organization and implementation mechanisms of overseas mineral resources exploration and exploitation adopted respectively by China and Japan,and suggests our establishing a special agency in charge of exploration and exploitation of overseas mineral resources,perfecting the departments,system and mode of organization and implementation and taking a series of measures supporting Chinese enterprises’investment in exploring and exploiting overseas mineral resources.
