省级经济开发区土地集约利用问题和对策——以四川省为例

摘　　要：通过文献资料法和比较分析法,分析经济开发区土地利用现状和存在的问题,提出促进经济开发区土地集约利用的对策与建议。研究结果表明:四川省级经济开发区土地利用状况有待改善,升级、扩区及调整区位趋势明显;土地利用结构不够合理、入园项目质量不高、工业用地水平欠佳、土地市场化配置有待优化、土地集约利用扩展潜力不足、企业退出机制缺乏、用地考核体系不健全是四川省级经济开发区土地利用中存在的主要问题;可通过优化土地利用结构、严格执行项目准入和监督制度、提高工业用地水平、积极推进土地市场化配置、加大标准厂房建设力度、制订和完善企业退出机制、加快建立健全开发区用地考核体系等方式提高经济开发区土地集约利用水平。The purpose of this study is to analyze the present situation of and problems in land use of economic development zones and put forward some countermeasures for promoting intensive land use by means of documentation and comparative analysis.The results indicate that （1 ）the land use situation of Sichuan provincial economic development zones needs to be improved,with an obvious trend of upgrading,expanding area and adj usting the location;（2 ）problems in land use include unreasonable structure of land use,low quality of the proj ects,low level of industrial land use,low market-oriented allocation of land,insufficient potentiality for expansion of intensive land use,apparent lack of exit mechanism for enterprises and unsound evaluation system of land use;and （3 ）it is necessary to take the following measures so as to improve the level of intensive land use in economic development zones,i.e.optimizing the structure of land use,strictly implementing the regulation of proj ect admittance and supervision,enhancing the level of industrial land use,actively promoting the market-oriented allocation of land,strengthening the construction of standard factory buildings,improving the exit mechanism for enterprises,and accelerating the establishment of a sound evaluation system of land use in development zones.
