摘　　要：教育体制综合试点改革专项"完善教育投入机制,提高教育保障水平"共涉及9个试点单位10个项目。通过对试点地区的材料分析和典型地区调研,课题组认为,各试点单位均按照项目计划书所设计的实施框架,在组织体系、政策保障、条件保障等方面取得了明显的进展。特别是在教育优先发展保障机制,建立较完善的教育公共财政体系,多渠道筹措教育经费,保障教育公平和教育经费监测等方面出现了一些典型经验。总体来说,这项改革的最大特点就是推进了教育财政制度的规范化。The sub-topic of national pilot reform program ＂improving education finance system, increasing education input level＂ contains 10 smaller programs with 9 local governments involved. Through the literature review and field study, the researchers think that each program makes improvement on organization, policy making, and condition guarantee according to program planning. And some classic cases came out, such as education priority assurance policy, and the well established education public finance system, and multi-channel financing system, and improvement of educational equity and educational budget supervision system. As a whole, the characteristic of the reform is pushing the education finance system more normalized.
