摘　　要：目的揭示乙肝携带者相关法律法规态度的变迁趋势,为消除乙肝歧视,促进和谐社会建设提供科学可靠依据。方法以SPSS18.0为统计分析工具,采用内容分析法对1987年以来颁布施行的53项法律法规进行定量化的研究分析。结果我国对乙肝携带者的法律法规态度经历了从定义模糊、严格控制,到认识逐渐清晰,开始提倡公平对待,再到明文规定反对歧视、保护乙肝携带者各项合法权益三个过程。结论本研究结果能为相关政府部门制定兼顾乙肝易感者和携带者等各类人群利益的,更加民主、科学、公平公正的法律法规提供参考,也有助于消除社会对乙肝携带者的误解与恐惧,重新科学认识乙肝。Objective To reveal changing trends of the attitude of laws and regulations concerning the chronic carriers of hepatitis B virus, and to provide a scientific basis for eliminating stigma and discrimination,promote the construction of a harmonious society. Methods Based on the sample of 53 laws and regulations concerning chronic carriers of hepatitis B virus, which were promulgated and implemented since 1987 in China, a quantitative analysis was done with content analysis method. Use SPSS 18.0 to do statistic analyze. Results The attitude of laws and regulations had experienced three processes, namely from the fuzzy definition and strict control, clear definition and beginning to advocate for fair treatment, and regulations against discrimination,protection for all the legitimate rights and interests of the chronic carriers of hepatitis B virus. Conclusion The results of the study will not only help to provide references for the related governmental departments to develop more democrat- ic, scientific, and fair policies and regulations for both the susceptible persons and chronic carriers of hepatitis B virus, but also to clear up the social misunderstanding and fear to the chronic carriers of hepatitis B virus, to eliminate discrimination, and to gain new scientific knowledge.
