摘　　要：目的分析石家庄市社区医疗服务机构突发中毒公共卫生事件应对能力整体水平，对石家庄市突发中毒公共卫生事件应对能力的建设进行了有益探讨和积累基础资料。方法运用调查问卷的方式对石家庄市卫生医疗服务机构基本情况、中毒突发事件的救治、储备、培训及演练能力调查。采用Epidata或Excel录入资料，用SPSS17．0软件进行统计分析。结果①全市社区卫生服务机构共有床位设置1367张；②突发中毒事件应急预案的制定和定期演练还需进一步加强；③社区服务机构突发中毒事件应急救援药物、防护设备储备不足；④社区医疗服务机构均已开展居民健康教育培训，但很少开展突发中毒事件自救互救知识培训及演练。结论社区医疗服服务机构在突发中毒公共事件的应急救援工作中起着至关重要的作用，应加强其基础建设、人员培训、防护装备及救治能力提高，并加强其对所管辖居民突发中毒事件的自救互救知识的培训和演练。Objective To explore current community health service institutions＇ capability to cope with unexpected mass poisoning incident, and provide valuable experience and improve its emergency responding system as a whole. Methods A survey was conducted in the communities in the city on their current situation, strategic preparation for mass poisoning incident, including treatment plan, medical supply, training as well as necessary drills. The obtained data was entered in Epilate or Excel and processed with SPSS 17.0 software. Results （1）The community health service institutions in the city had a total of 1 367 beds; （2） It reflected a need for improvement in strategic planning and regular training; （3）Insufficient supply for mass poisoning was found; （4）Although general health programs had spread out at the community level of the city, self and mutual aid was rarely found in the program. Conclusion The community health service institutions of the city is considered to take an important role in such mass poisoning incident. It is imperative to build up the solid infrastructure at the community level, including professional personnel training, related protective equipment and supply reservation, improvement of the treatment, as well as effective training program furnishing the residents in enhancing their self/mutual aid ability.
