摘　　要：目的通过调查黑龙江省卫生行政机构人员对突发公共卫生事件应急能力在线培训需求状况,为卫生应急在线培训系统的开发与建立提供数据基础。方法对黑龙江省10个地级市及其区/县的卫生行政机构的264名人员进行调查,对其需求程度进行具体描述性分析;采用因子分析法对在线培训系统中需求的22项应急技术提取公因子。结果调查对象对在线培训系统的需求程度集中在比较需要(54.9%)和非常需要(22.3%);对传染病、食物中毒、不明原因疾病的在线培训需求较大,需求程度均超过60.0%;迫切需要提高的应急技能主要有5个公因子构成,分别是应急准备与宣教因子、应急现场处置因子、应急信息监测与风险评估因子、应急培训与演练因子、应急事件接报与沟通技术因子。结论充分利用在线培训方便快捷、高效的优势,结合已提取的应急技术的5个公因子及调查对象需求的突发公共卫生事件在线培训的类型,以满足应急人员需求为出发点,开发具有较强实用性的卫生应急能力在线培训平台。Objective To investigate the emergency response capacity of public health emergencies online training conditions of the provincial health administration personnel, to provide reference for the establishment of on line emergency management training systsem. Methods A survey of 264 health administration personnel was conducted Heilongjiang in 10 prefectures, cities, and districts of the heilongjiang, the extent of demand for specific descriptive analysis was investigated. Using factor analysis on the online training system, 22 emergency techniques were extracted for common factors. Resuits All subjects had a relevant requirement （54.9%） and a great requirement （22. 3% ） for the online training. The urgent demand （ over 60. 0% ） for online training was noted in infectious diseases, food poisoning, and some unknown diseases. The skills for emergency handing were badly needed such as preparation and education, emergent treatment on spot, monitoring of information, risk assessment, training for emergency and exercise, reception of emergent events and commu- nication skills, etc. Conclusions The simplicity and high efficiency of online training should be fully used to meet the needs for emergencies in combination with the five common factors reported and the types of online training for sudden public health incidents. The online training platform with practicability and capacity of emergency response should be developed.
