摘　　要：随着中国城市化进程的加速和公民环境权利意识的兴起,邻避冲突也越来越多,受到了广泛关注。治理邻避冲突也成为各级政府必须面对的难题之一。In China, with the rise of accelerating process of urbanization and environmental right awareness of the citizens, more and more occurrence of NIMBY conflicts are catching a widespread attention. Thus, the disposal of NIMBY conflict becomes one of difficult tasks faced by governments at all levels.
