高铁时代下的乘警勤务模式思考

摘　　要：高铁时代乘警勤务模式如何适应新形势的要求已成为一个亟待解决的新问题。高铁时代乘警勤务模式存在的主要问题是:旅客列车数量剧增,警力不足问题难解;"三乘一体"模式改变,联防协调难度加大;车内环境变化较大,安全隐患压力增加;受法律规定束缚,单警执法陷入困境;警力配置固定重复,警务工作效能低下。本文认为,解决以上问题的途径是:乘警勤务模式由固定式向多变式、协作型向合作型、包乘制向巡乘制、公开式向隐蔽式转变。In high-speed rail times,it has been a new problem to be solved urgently that how can the service model of railway po- lice meet the requirements of new situation.The main problems of the service model of railway police in high-speed times are：it is difficult to solve the problem that there is a shortage of police with the increase of passengers and trains;it is more difficult to co- ordinate the joint defense because of the change of three by one model;the potential safety hazard has increased due to the great changes of the train environment;due to the limits of legislation,it has been troubled for the law enforcement by a single police;the police work efficiency is low because the police configuration is fLxed and repeated. To solve the above problems,this article puts forward some paths：the service model of railway police should be changed from lrrxed to variable type,from collaborative to coopera- tive type,from responsible crew system to the rail police petrol system,from open to concealed type.
