摘  要:负荷与风电变化的不确定性可使电网在运行日晚高峰期间面临巨大的调峰压力。为此,提出一种晚高峰期净负荷攀升时临时启动小机组的调度策略。首先在晚高峰到来前设置观测点。当发现观测点之前多个时段净负荷预测偏差较大,则对后续净负荷预测曲线进行修正,并按修正后净负荷预测曲线对发电计划进行更新。若新发电计划中负荷量在安全限值内,则依然维持原日前机组组合方案不变。反之若优化结果存在超越安全限值的限负荷量,则判断电网需临时启动小机组,再根据越限的限负荷值确定小机组容量及并网运行时间。最后根据小机组较为特殊的物理特性,建立晚高峰期含小机组并网的发电计划模型。模型充分考虑小机组从冷启动到退出过程的出力特性,并借用原发电计划信息对优化变量和安全约束进行简化,以提高模型计算效率。算例表明所提小机组临时启机并网策略正确可行。The uncertainty caused by loads and wind power made the system face high pressure to accommodate the night peak period. This paper proposed a small generation unit start-up dispatching strategy during night peak load period. An observing point was set before night peak load period came. At the observing point, the power system had to judge whether to start a small generation unit or not. Once the netload prediction error before the observing point was large, the day-ahead predicted netload curve should be modified immediately. After that, the day-ahead dispatching plan was updated according to the modified netload Curve. If the load shedding in new dispatching plan was in the safety range, the day-ahead unit commitment stayed unchanged. On the contrary, if the optimized results had load shedding value which was out of the safety range, the small generation unit should be started immediately. Finally, a dispatching model with small generation units during night peak load period was built. In order to improve the calculation efficiency, the model fully used the original plan information to simplify the optimization variables and security constraints. Results show that the proposed unit start up dispatching strategy is feasible.
