官德与乡村治理

摘　　要：乡村治理在现代国家治理中居于基础地位,而我国乡村治理的困境始终没有得到根本解决,其原因主要在于人们过多地从工具理性出发,较多地关注了正式制度的作用,重视乡村刚性治理,忽视了乡村治理的价值理性和非正式制度等柔性治理的作用。乡村治理的道德基础是乡村治理的根本,而官德在乡村道德基础中又具有基础性作用。官德影响着乡村的社会风气,官德制约着乡村治理的成效,官德决定着乡村社会的政治稳定。Rural governance is a fundamental part of modern state governance, but it is still in a predicament in China, for the reason that out of instrument rationality, too much importance has been attached to formal regulations and rigid management,while the role of flexible management such as value rationality and informal regulations has been neglected. The moral basis of rural governance plays a fundamental role, and the official morality plays a guiding role in the rural moral foundation. Thus official morality influences the rural social atmosphere and determines the achievement of rural governance and the political stability of rural society.
