论政务微博“痴呆症”的成因与消除对策

摘　　要：随着微博对中国社会的影响力日益增强,政务微博引起了我国各级政府的重视。然而,当前部分政务微博信息不足、缺乏互动、反应滞后等问题日渐突出,患上了"痴呆症",既"盲"又"聋"。为了提高政府的网络治理能力,需要解放思想、与时俱进,提高政务微博的质量,明确政务微博的功能和定位,在建立健全微博运营管理制度、强化政务微博监督评估机制、提升政务人员媒介素养和能力等方面进行探索。With the ever-increase influence of micro-blog on the Chinese society, government micro-blogging has at- tracted attention from government at all levels. However, the current status of government micro-blogging is problematic with insufficient information, lack of interaction, response lag and other issues, hence can be described with symptoms of ＂dementia＂, both ＂blind＂ and ＂ deaf. ＂ In order to improve the network governance capacity of the government, it is nec- essary to emancipate our minds and advance with the times, improve the quality of government micro-blogging, clarify the function and positioning of government micro-blogging, and make useful explorations in how to establish and improve the management system for micro-blogging operations, strengthen supervision and evaluation mechanisms for government micro- hlogging, and improve the media quality and capacity of administrative personnel.
