摘　　要：近年来,成都市在统筹城乡发展的的过程成绩卓著,同时也不可避免地存在诸多问题。经调研发现,统筹城乡发展的社会保障机制尚不完善是导致这些问题的重要原因。社会保障资金分配机制不健全,造成城乡之间社会保障资金分配不均,保障种类不同,保障水平差距悬殊;社会保障的城乡转续机制不健全,影响了社会保障的效果,阻碍了劳动力的有效流动,最终影响了城乡统筹发展的进程。Recently,Chengdu has made great achievements in its overall-planned urban-rural develop-ment.Meanwhile,it inevitably confronts many problems and difficulties.According to the study,it can be found that one important reason is that the social security system of its overall-planned urban-rural develop-ment is not well developed.For example, the ill -built distribution mechanism of the social security funds brings the unequal distribution of social security funds,different types of social security and the big gap of se-curity levels between urban and rural areas.Besides,the ill-developed transforming mechanism of social se-curity exerts negative influences upon the efforts of social security,blocks the efficient circulation of labor,and finally does harm to the urban-rural overall-planned development.
