“海外引才热”的冷思考——以江苏常州为例

摘　　要：随着经济社会的发展,人才的重要性凸显,各地掀起了一股海外引才热。在政府高度重视下,常州的海外引才工作成效卓著,对海外高层次人才引进政策逐步回归理性,其对地方经济社会的发展产生了深远影响。针对海外引才工作中存在的问题,必须处理好政府与企业的关系、引与用的关系、凤凰与梧桐树的关系及人才与项目的关系。With the development of economy and society,talents are more and more important,we have set off a new upsurge of introducing overseas talents in china.Due to the government′s attention,the job of the overseas talents introduction is remarkable in Changzhou,it has a positive influence on the development of lo-cal economy and society.The introduction policy of overseas high-level talents gradually return to rational in Changzhou,according to the problems,this paper thinks that we need to deal with four relationships：the rela-tionship between government and enterprise,the relationship between introduction and use,the relationship be-tween phoenix and plane trees,and the relationship between person and project.Finally,this paper puts for-ward the corresponding policy recommendations to promote the job of the overseas talents introduction.
