充分发挥地方人大专委会职能的若干思考

摘　　要：我国地方人大专委会对于人大职能的实现和法治国家的建设,发挥了十分重要的作用。但是,由于相关制度缺乏明确的法律规定,使得地方人大专委会作用的充分发挥存在诸多障碍。故从理论分析入手,结合实证研究,探讨充分发挥地方人大专委会职能的路径选择,能对地方人大专委会职能的实现有所裨益。Special Committee of Local People’s Congress plays a very significant role in realizing the func-tions of People’s Congress and the construction of the rule of law.However,the lack of specific legal pro-visions impedes the full play of this system.Based on theoretical analysis and combined with empirical re-search,this paper explores the options of fully exerting the functions of Special Committee of Local Peo-ple’s Congress in hope of providing some suggestions in its function realization.
