摘　　要：政府在不同类型拆迁中的角色定位和工作态度直接关系到城市拆迁成功与否,如果处理不当极易引发群体突发事件。以政府主导的公共拆迁为研究对象,分析该过程中的相关利益方及各利益方的博弈,构建城市公共拆迁引发的群体突发事件中政府与住户之间的博弈模型,并对苏州通安事件进行案例分析,得出政府在公共拆迁中应定位成拆迁方案的设计者和决策者、公共服务的安排者等角色,并提出确立理念、规范行为、依法办事、社会监督、界定公共利益等预防公共类拆迁引发群体突发事件的建议。The role orientation and work attitude of government in different types of demolition are closely and directly related to the success of urban demolition. This paper selects the public demolition led by government as the research object,analyzes stakeholders and the game between them. Then a game model between government and residents is built in emergencies caused by public demolition. The emergency in Tongan is illustrated. The role of government in public demolition is concluded. Finally, some countermeasures and suggestions are put forward.
