摘　　要：技术战略联盟已成为工程咨询企业应对市场和技术双重竞争压力的有效手段,其联盟模式选择受到诸多因素的影响。从企业技术管理特性出发,分析了企业技术特性的内容和指标,研究技术战略联盟模式选择的决策规则,为工程咨询企业的联盟模式选择做出有益指导。研究结果表明:企业和盟友的技术分工方式、技术合作层次和技术获取形式共同决定技术战略联盟模式的选择,有明确合作项目的企业联盟选择项目型联盟模式或产学研联盟模式,无明确合作项目的企业联盟则根据技术合作层次从项目型、产学研、股权型和松散型联盟模式中选择。The technical strategic alliance（TSA）has become one of the most effective ways to release the intensive pressure of the market and technology,whose pattern is affected by many factors. This article,in the perspective view of the technical characteristics,discusses its contents and the alliance pattern decision rules,trying to help firms make the right pattern decision. The result turns out the pattern choice of TSA is affected by the firm＆#39;s technical division of labor,the technical cooperation and the technical access method. The kind of TSA with clear objects and projects can choose project alliance mode and production ＆amp;research alliance mode. The other kind of TSA without clear objects and projects can choose project alliance mode,production＆amp;research alliance mode,equity alliance mode and loose alliance mode based on technical cooperation.
