集群内外交互治理与地方产业集群升级——基于电动工具产业集群的分析

摘　　要：本文从产业集群内、外交互治理的视角,剖析其对地方产业集群升级的影响,提出两者在集群升级过程中存在普适性的四个交互作用阶段。通过对南通电动工具产业集群的案例分析,得出结论:可以借助内外交互治理机制来不断完善和提升集群内部治理,以推动其在外部治理中向价值链高端攀升,最终实现地方产业集群升级。From the perspective of interacting governance in internal ＆ external of industrial cluster, analyzing the effect of the local industrial cluster upgrading, putting forward that both governance in internal and external exist four general interaction phrases in industrial cluster upgrading process. Analyze the case study of Nantong electric tool industry cluster to conclude that internal governance of industrial cluster can be improved constantly with the help of internal ＆ external interaction management institution, then to push it up to the top in value chain of external governance, and finally to realize local industrial cluster upgrading
