摘　　要：公共信息是促进社会发展的重要资源,文章主要介绍了以用户信息需求为基础的公共信息服务平台的构建,讨论了以政府为主导、公共图书馆网络为着力点、三网融合为普及面的管理机制,以整合资源为根本的资源建设目标,平台的关键性技术以及主要功能。The public information is an important resource to promote social development. The paper mainly introduces the construction of the public information service platform based on the users＇ demand, then discusses the management mechanism which is led by governments, constructed by public libraries and supported by the popularization of convergence of three networks, and interprets the goal to integrate resources, the key technologies, and the main functions of the platform.
