我国新型农村合作医疗制度发展的困局与对策

摘　　要：新型农村合作医疗制度是当前农村医疗保障制度的重要组成部分,对于解决农民的因病致贫,因病返贫问题起到了重要作用。但是,在新型农村合作医疗制度全面推进中,也还存在着诸如参合中政策的自愿性与实际的半强制性之间的矛盾、逆向选择、管理机构体制不畅等问题。为解决"新农合"制度中深层次的问题,应继续深化现行的新型农村合作医疗制度改革,通过立法,健全各种保障措施,逐步建立起基本合作医疗参合强制化和农村大病医疗参保自愿化等相关制度。China’s new rural cooperative medical system is an important part of the current rural medical security system. It plays an important role for solving the issues of farmers’ due-to-illness poverty. However many problems came along with its comprehensive promotion such as the contradiction of participation in voluntary policy and the actual semi-mandatory measures, the adverse selection, the malfunction of the management organizations, and so on. To solve the existing problems in the new rural cooperative medical system, we should continue to deepen the existed new rural cooperative medical system reform, improve various security measures through legislation, and gradually establish a cooperative medical system composed of compulsory basic medical insurance and voluntary medical insurance for serious diseases and other related systems.
