摘　　要：土地储备机制的建立对调控土地市场、提高土地资源合理配置、增加政府财政收入等方面发挥了重要作用。在当前各地大力推进低效用地再开发的形势下,通过对嘉兴市实地调研,分析土地储备机制的优势、面临的机遇和挑战,探讨如何通过拓展土地收购储备方式、创新土地储备机制来深化土地储备制度,更有效地解决低效用地再开发中的难点和问题,确保低效用地再开发依规、有序地推进。The establishment of a land reserve mechanism plays an important role in regulating the land market, improving the rational allocation of land resources, and increasing government revenue. Under the current circumstance of devoting more efforts to re-develop the inefficient use land from place to place, and through the field research at Jiaxing City, Zhejiang Province, this paper analyzes the advantages, opportunities and challenges of land reserve mechanism, and discusses the ways in which the land reserve modes are expanded and in which the land reserve mechanism is innovated, in order to improve the land reserve systems, to solve more effectively the difficulties and problems in the re-development of the inefficient use land, and to ensure that the re-development of inefficient use land progresses in order and in accordance with regulations.
