土地利用总体规划实施中期评估指标体系构建实证研究

摘　　要：本文以南宁市为例,采用一致性和绩效性评估模式、定性分析与定量分析相结合等方法,探索了土地利用总体规划实施中期性评估的技术方法。结果表明:一致性评估指标能较全面地反映了规划目标任务执行进度,以及土地利用变化是否与规划安排保持一致性和现势性;绩效性评估指标对测度规划实施对提高土地利用效率、效益,促进经济社会生态协调发展等方面产生的积极影响,具有较高的参考价值。The paper which employs method of combination of consistency and performance analysis, qualitative and quantitative analysis, that is to explore the mid-term evaluation method which has universal applicability for general land use planning. The result indicates that： Consistency index roundly reflects the progress in the implementation of planning, and the changes in land-use which is to maintain the consistency and timeliness or not;Performance index can be to measure the influence of the planning implementation, that contains： to improve land use efficiency and benefit, to promote coordinated development of economic ,social and ecological .
