地方政府自主发债对水利投融资平台发展的影响分析

摘　　要：综合考虑我国地方政府债务水平、基础设施建设融资需求及中央近期出台的系列政策,地方政府自主发债必将成为未来各地方政府进行融资的主渠道。对地方政府自主发债给水利投融资平台带来的机遇与挑战进行了分析,在此基础上,紧密联系深化水利改革的方向和举措,提出了地方自主发债后水利投融资平台的转型方向,给出了促进水利投融资平台持续为水利建设提供融资支持可采取的相应对策与措施。Bonds issued by local government shall be the main source of finance and investment in the future, taking the current level of bond issue of the local government, demand of basic infrastructure investment and a series policies promulgated by the central government into full consideration. Opportunities and challenges brought by it to water project investment have been evaluated. Trend of transformation of water project finance and investment after bond issue of local government is predicted in line with the direction and measures for deepening reform of water sector. Strategy and measures for promoting water project construction with support of financial and investment platform are also given.
