摘　　要：政策性粮食收购贷款是我国政府针对粮油收购市场化、市场价格波动的现状适时提出的惠农政策。但是每项贷款政策的颁布实施都会伴随一定的风险和问题,通过对政策性粮食贷款的概念、特点及开展情况的论述,总结当前我国政策性粮食收购贷款存在的问题及解决办法。希望能够充分利用政策性粮食贷款的优越性、发挥农发行调动资金的作用,实现农业增收,保障农民利益、保证我国粮食安全,为我国粮食经济的发展提供强大的推动力。The policy-based lending for grain purchase is the preferential policy for the farmers, which aim at the present situation of grains and edible oils on the market-driven procurement and market prices fluctuation. However,the promulgation and implementation of the each loans policy will accompany with the certain risks and issues. This article discussed the concept, characteristics and the developing conditions of policy-based lending for grain purchase, and proposed the solutions to the existing issues of the current policy-based lending for grain purchase. In conclusion,the agricuhural development bank should take full advantage of policy-based lending superiority and the mobilizing loans-related funds convenience,and achieve the purpose of the increasing agTicuhural productivity,the protecting farmer＇s interests and the strengthening our country＇s food security,and provide the strong impetus to support the economic development of grains.
