黑龙江垦区农业循环经济发展制约因素及对策研究

摘　　要：通过分析黑龙江垦区农业循环经济发展现状,剖析影响黑龙江垦区发展农业循环经济的制约因素,进而提出相应的对策和建议。研究表明,黑龙江垦区农业循环经济发展的制约因素在于政府体制僵化致使角色错位;垦区农产品加工企业与农户农业循环经济意识不强;垦区监督组织较落后。结论是黑龙江垦区要协调明确循环农业生产各主体关系;运用经济与法律手段推进其发展;采取多种措施保障发展机制良性运行,为农垦总局发展农业循环经济提供政策依据。Through the analysis of the current situation on the developing agricultural circulation economy in Heilongjiang reclamation area,the restraining factors of the agricultural circulation economy development were analyzed and the corresponding countermeasures were deduced in Heilongjiang reclamation area. The results showed that the restraining factors lied in the role dislocation resulting from the rigid government system,the poor circulation economy consciousness of agricultural enterprises, agricultural producers and backward supervision organization. It had been concluded that the relations between the main body of agricultural production must be specified, economic and legal,which meant to take the various measures to guarantee the benign development mechanism,and provide the policy basis for the agricultural circulation economy development in Heilongjiang reclamation area.
