摘　　要：本文对西方政策网络研究的发展和变迁进行综述性探究,将其划分为三个阶段,并剖析各阶段的研究及成果。政策网络研究者尝试将政策网络思想与复杂性理论进行交融,汲取复杂调适系统的观点,并积极推进研究朝向"基于行动个体建模"的政策仿真模型构建的方向发展。本文对这一前沿研究态势进行分析,并总结政策网络研究对我国政策实践与政策研究的价值。This paper comprehensively reviews the literature on the development and transition of policy network in the Western and examines research outputs in each of the three stages classified by the author. The policy network researchers endeavor to integrate complexity theories into policy network thoughts, absorb ideas of complex adaptive system, and actively promote policy simulation model construction with agent-based modeling. The paper discusses the latest research trend, as well as generalize the value of policy network research to policy practice and research in China.
