摘　　要：目的建立上海市"公共卫生学科带头人培养项目"学科带头人评估指标体系和评估方案,科学评估,合理促进公共卫生学科发展。方法通过查阅文献、咨询专家和统计分析等方法,构建指标体系,并修正和完善。利用建立的指标体系对30名学科带头人进行评估及排序。结果构建的指标体系为二级指标结构:6个一级指标,18个二级指标,并基于秩次划分等级,增加了评价工作的科学性和可操作性。结论构建指标体系时要把握"公共卫生"核心,合理分配指标权重;增添"转化医学"元素,考察科技成果转化水平;重视预防与公共卫生服务实践,考察学科带头人服务能力。Objective Establish the evaluation index system for ＂ The Project of Public Health Excellent Academic Leaders＂ in Shanghai,and to promote disciplines of public health.Methods Methods of literature review,experts consultation and statistical analysis were undertaken to establish and correct the index system.To evaluate and sort excellence academic leaders based on index system.Results Index system included two levels：6first-level indexes and 18second-level indexes.To establish the hierarchy by ranks,which increased the quality of science and operability.Conclusion To grasp the core of ＂public health＂,distribute the index weight reasonably.To add the elements of ＂translational medicine＂,evaluate the transformation of scientific and technological achievements.To attache great importance to the practice of prevention and public health service,evaluate the service ability of excellent academic leaders in the process of establishing index system.
