摘　　要：新科研影响力评价指标I3反映引文偏态分布的集中优势,它是使用等级加权算法的绝对值评价指标。详细介绍I3原理和算法,并分析这种评价指标区别于期刊影响因子的优点,同时指出它存在的问题和改进思路。实证分析表明,I3在期刊评价和科研人员评价中反映评价对象引文偏态分布的集中趋势。The new scientific evaluation indicator of I3 focused on the advantages of skewed citations by algorithm of percentile rank. The paper describes I3 in detail, then we analyze these excellences of I3 better than the Journal Impact Factor（ IF） , and point out the problems existing and the improvement. Finally, the result evaluated in journal and scientist is that I3 is more reasonable than IF. I3 can descript the skewed citations.
