摘　　要：跨部门政府信息共享是电子政务建设的关键内容,一个安全的电子政务信息共享系统需要更多地对数据进行加密,并且必须具有灵活性和可扩展性。文章探讨了跨部门政府信息共享,构建了一个基于元数据的跨部门政府信息共享协商系统,具有三层灵活的服务结构,能为不同类型的用户提供分层的协商服务,该系统的数据管理流程由两级系统构成的元数据库架构来实现,分析了该系统的安全性,并介绍了系统的信息共享流程。E-government inter-agency information sharing is the key element of e-government construction. A secured e-government in-formation sharing system requires more encrypted data and must be designed to be flexible and scalable. This paper discusses e-govern-ment inter-agency information sharing and constructs a negotiation system for e-government inter-agency information sharing based on metadata. The system has a flexible three-layer service structure that provides different levels of negotiation services for different types of users. A two-layer metabase architecture is designed to enable the data management process of the system. The paper also analyzes the se-curity of the system and describes the information sharing process of the system.
