摘 要:分析高新技术产业和农业科技创新现状,并根据高新技术产业特点,构建高新技术产业自主创新环境评价指标体系,运用数据挖掘的K-均值聚类算法对高新技术产业自主创新环境进行分类评价和整体评价,将不同聚类结果进行对比分析。综合结果显示:2012年,政策环境方面上海排名第1,市场环境、人才环境、自主创新环境方面均表现为北京排名第1,且与其他地区相比差距较大。建议进一步完善自主创新地方法规,完善财政政策、税收政策、金融政策,强化创新意识,为农业科技创新提供政策支持,加强知识产权保护,营造公平竞争环境,促进农业科技成果转化应用,重视培养创新型人才,引进高层次人才。This paper analyzes the present situation of high-tech industry and agricultural technology innovation. According to the features of high-tech industry, it constructs the evaluation index system of independent innovation environment of high-tech industry. K-means clustering algorithm, a kind of dating mining method, is applied to evaluate the euvironment in a categorical and an integral way respectively. The results of different clustering methods show that in 2012 Shanghai ranked No.1 in the policy environment, while Beijing ranked No.1 in the market environment, talent environment and independent innovation environment. Besides, Beijing is superior to the other regions with large differences. Therefore, the following suggestions are provided as follows: improve regional legislation of independent innovation, especially finance, tax and banking policy; enhance the innovation awareness to provide supporting environment of agricultural technology innovation; strengthen the protection of intellectual property rights and create an atmosphere of fair competition; convert the agricultural technology achievement to practical application; cultivate innovative and high- level talents in agricultural technology field.
