摘　　要：苏共二十大和波匈事件以及中国社会主义建设的开始及其出现的一些问题促使刘少奇进行反思。在此背景下,刘少奇阐述了从制度上建党的思想。刘少奇制度建党的思想启示我们:党的建设必须与依法治国方略结合起来,要进一步加强和完善党的监督制度,继续坚持和完善民主集中制。The Twentieth Congress of Soviet Communist Party and the Ineident of Poland and Hungary,and the beginning of Chinaese Socialist construction prompted some problems. In this context,Liu Shaoqi elaborated from the idea of system building. System basis of Liu Shaoqi thought enlightens us：the party＇s construction must be combined with statecraft in accordance with the law,to further strengthen and improve the party＇s supervision system,continue to adhere to and improve democratic centralism.
