摘　　要：政府与市场具有内在联系,现实中既存在市场失灵和政府失灵,还存在二者共同失灵,因此一方面不能忽视政府在经济发展中的作用,另一方面政府应以市场参与者身份和模拟市场运行的方式在技术与发展等多个方面发挥作用。落后国家在发展过程中,需要政府进行发展诊断、发展环境多样性识别、经济系统化建设等工作。由于多样化的技术进步依赖于产业多样化,因此需要重视产业多样化发展和密切融入国际产业体系。There is intrinsic relationship between government and market. Besides market failures and government failures, market and government may suffer the common failure. In order to improve the performance, government should act as a market participant and intervene by the market-simulated means. In less developed countries, the governments should focus on the growth diagnostics, identification of the diversity of development environment, and the systematic improvement of fundamental economy. Because of the dependent on the industrial variety for the technology progress, it＇s necessary to support the industrial diversity and integrate into the international industrial system.
