摘 要:目前,我国在东海、南海海岛纠纷不断,美国控制着全球海洋运输通道,其"再平衡"战略的影响将长期存在。尽管国家已提出建设海洋强国,但其建设是长期过程。新形势下,中国不仅要实施海洋强国战略,建设21世纪海上丝绸之路,还应实施西向战略,通过新疆向中亚发展,构建与新疆沿边各国及其延伸国的良好政治经济关系,扩大在这些国家的直接投资。在新疆建立大型能源资源储备基地,调整其产业结构与布局并适时设立自由贸易区,加强西部地区的维稳、教育、基础设施建设工作。At present, China have marine disputes in the East and South China Sea, the U. S. controls the main global marine transport corridors, and the impact of its rebalancing strategy will be long-standing. It is a long process for us to construct a nation of strong sea power, although which has been made a national goal. Under this new international situation, we put forward that China should not only take maritime power strategy and construct the Maritime Silk Route, but should also take westward development strategy-economic development orientation to Central Asia based on Sinkiang. We should build good political and economic relationships with those neighboring countries ,establish transport corridors from Sinkiang to Central Asian countries, enlarge direct investments in them. Meanwhile, we should set up big energy resources reserve bases in Sinkiang, adjust its industrial structure and layout, and establish FTA at appropriate time. Besides, we must strengthen the security maintenance, education and infrastructure construction work.
