县级土地整治规划环境影响评价研究

摘　　要：土地整治规划环境影响评价是实施土地整治规划的重要环节。文章基于县级土地整治规划环境影响评价,剖析了土地整治规划环境影响评价的概念、方法和程序;并以河南省封丘县为例,根据影响识别的内容构建环境影响评价体系,运用专家判断法进行环境影响评价,并根据评价结果制定不良影响减缓措施,以期为其他地区编制县级土地整治规划和进行县级土地整治规划环境影响评价工作提供参考。Environmental impact assessment of land renovation planning is an important part of land renovation .In the present paper , the concept , method and procedures of environmental impact assessment of land renovation planning was analyzed at the county-level.Taking Fengqiu County , Henan Province as an example , the assessment system of environmental impact was established .Using the method of expert judgment , the environmental impact assessment was conducted .Based on the evaluation results , the mitigation measures to reduce the adverse impact were formulated .This study was a trial on the environmental impact assessment of land renovation , and thus would provide reference for the future land renovation planning and according environmental impact assessment at county scale for other regions .
