深圳市河道蓝线内非防洪工程管理研究

摘　　要：深圳城市建设强度高,河道蓝线内非防洪工程较多。《行政许可法》、《深圳经济特区河道管理条例》等新法律法规实施后,深圳市河道蓝线内非防洪工程管理水平有了较大提高,但是目前仍存在部分非防洪工程未批先建、未按审批方案建设、违法工程执法难等问题。通过对现状问题的分析研究,提出了严厉打击未批先建等违法现象,提高政府机关项目审批水平,改革河道管理机制,落实河道管理责任制等解决对策。With high strength construction in Shenzhen,a lot of non -flood control projects were in the rivers blue -line.With the law asadministrative licensing law＆quot;,the river management regulations of Shenzhen special economic zone ＆quot;etc.into infect,the man-agement level of non -flood control projects has been greatly enhanced in the rivers blue line in Shenzhen.But there are still some difficulties just as construction projects without permit,Changing approval project construction which was not permitted,the trouble of enforcing laws etc.Through the analysis of the present problems in this paper,Solutions are proposed such as putting forward to crack down the phenomenon of construction without permit,improving the level of government project approval,reforming the river manage-ment mechanism etc.
