中国东西部农业资金配置比较研究——基于资金供给和配置效率视角

摘　　要：运用金融融量模型和距离函数分别测算了中国东西部各省份的农村金融缺口和资金配置效率,研究表明:西部地区农业资金供给稍优于东部地区,但东西部地区均存在不同程度的金融缺口,并且缺口规模呈扩大趋势,反映了农业资金供给的严峻性;西部地区的农业资金配置效率高于东部地区,但东西部地区的资金配置效率均不高,有很大的提升空间;东西部农业资金面临供给不足和效率低下的双重约束。为此,应调动农村金融机构、政府和农户等多方资金投入,形成农业资金多元化投入系统,并完善相应的资金监督和管理机制,以提高资金的配置效率。Based on the financial capacity and distance function model ,this paper investigates the gaps in rural finance and agricultural capital allocation efficiency between eastern and western region ,the results show that the agricultural capital supply in western region is slightly better than that of the eastern region , but both areas exist financial gaps in rural finance and this trend is expanding ,reflecting the grim situation of agricultural capital supply ;the efficiency in west is much higher than east ,but allocation efficiency has much room to improve , confirming the dual constraints of capital supply and allocation efficiency in agricultural capital ;we should mobilize the rural financial institutions , governments and farmers to increase agricultural capital supply ,forming diversified agricultural capital investment system ,and build fund supervision and management mechanism to improve agricultural capital allocation efficiency .
