摘　　要：党中央提出"把权力关进制度的笼子里",加强对权力的制约与监督。制约和监督权力的关键是加强制度建设,建立完善的权力制约与监督制度体系。从权力制约与监督的制度功能入手,阐述了构建权力制约与监督制度体系的基础,认为应从权力授予、权力运行、权力主体问责和权力监督四个方面构建权力制约与监督制度体系。The CPC Central Committee proposed to put the power into the system cage in order to strengthen the power restriction and supervision.And the fundamental way to supervise and restrict power is to strengthen the system construction and improve the power restriction and supervision system.From the system function of power restriction and supervision,this paper illustrates the foundation of constructing the system.The system should be built from the following four aspects：power delegation,operation,accountability and supervision.
