摘　　要：分析上海市老年护理康复服务现状,发现现有老年护理康复资源配置与需求差异较大,各类老年护理康复机构分工和功能定位不清晰,缺乏统一的“医养结合体系”及相关制度安排.通过借鉴比较其他国家和地区相关实践,提出构建上海市“医养结合”老年医疗照护服务体系以及相应制度设计的政策建议.By analyzing the present situation of elder care and rehabilitation services in Shanghai, we found that it had a relatively large disparity between the distribution of resource and demand on the existing elder care and rehabilitation. The division of labor and function orientation in all kinds of elder care and rehabilitation institutions were ill defined, which lack a unified system combining medical treatment with elderly care and the relevant system arrangement. By comparing related practice in other countries and regions, we put forward an elderly care service system in combination of medical treatment and elderly care, and made the corresponding policy recommendations forthe system design in Shanghai.
