摘　　要：《海寇议》是万表在明代中期海寇局面严重形势下的著作,分前后两编。叙述了明代海寇的由来,提出了"以法治寇"的思想,为明政府解决海寇问题提供许多有效的建议,如重用僧兵,设计擒王直等。但其反对开放海禁的态度,没能跟上世界潮流的发展。The Discussion of Rovers is the work of Wan Biao, divided in uation of rovers in Mid - Ming. It describes the origin of the Ming Dynasty to two series, under the serious sit- Rovers, proposed the thinking of ＂ Manage rovers according to law ＂,provided many useful suggestions for government to solve the problem of the rovers suchas：employing monks, arresting Wang zhi skillfully. However, its attitude against the sea open didn＇t heep up with the times.
