摘　　要：市级气象台公共气象服务发布与管理平台是在湘西州气象局现有的气象预报工作平台(WOSIS、MICAPS)基础上设计的,实现了气象警报管理与资料服务、公共气象服务气象警报发布平台、公共气象服务产品管理等多项功能。该平台采用C/S模式,在Microsoft Windows环境下VB6.0SP6开发,后台数据库采用SQL Server 2000,客户端不需要安装插件就可以使用。该平台通过使用多种气象警报发布手段与管理办法,有效解决气象灾害警报发布过程中存在的问题,提高了公共气象服务的工作效率与质量,提升了气象台业务管理水平,解决气象服务"最后一公里"的传输问题。Based on the existing weather forecasting platform （WOSIS, MICAPS） of the Xiangxi Meteorological Service, a prefectural-level public meteorological service platform is designed, which solved the ＂last mile＂ problem in meteorological service transmission. The platform uses the C/S mode, developed in the Microsoft Windows environment with VB6.0 SP6, and the backend database uses SQL Server 2000. The clients can be used without installing plug-in. By using a variety of meteorological warning and management approaches, the platform effectively solved the problems encountered in meteorological disaster warning dissemination, improved the efficiency and quality of public weather services, and enhanced the management level of meteorological services.
